“Talent Gathering in Fujian · Wisdom in Qingrong” 2026 Youth Innovation and Entrepreneurship Competition is a provincial-level competition in Fujian Province. Aimed at accelerating the development of a talent hub with distinct Fujian characteristics, it selects, attracts and supports outstanding talent projects from across the country. With stronger policy support, broader practice platforms and higher-quality supporting services, it provides an efficient empowerment platform for young innovators and entrepreneurs in Fujian, and promotes the coordinated development of the innovation, industry, capital, talent and information chains.

2. Eligibility and Registration
Participants and projects must meet the following requirements:
1. Applicant Requirements
- Aged 40 or under (born after January 1, 1986)
- Talent who have come to Fujian to work or start a business after January 1, 2025 (including students currently enrolled at higher education institutions in the province), or talent from outside the province who intend to work or start a business in Fujian (including students enrolled at institutions outside the province)
- For candidates with outstanding achievements or urgently needed skills, requirements may be relaxed upon confirmation by the organizing committee office.
2. Project Requirements
- The innovation must have full independent intellectual property rights, with technology reaching an internationally advanced or domestically leading level, or offering distinctive industry advantages.
- The business plan must have a clear business model and sound market prospects.
- No domestic or international intellectual property disputes, commercial infringement or similar issues.
3. Equity Requirements
The lead applicant must be the principal owner of the project, and the applicant and their team must hold legitimate intellectual property rights or usage rights (authorization) for the project. If the project has already been incorporated as a company, the lead applicant must be a principal founder or major shareholder (largest shareholder or largest natural-person shareholder), or a holder of the company's core technology with an equity stake in that technology.
4. Other Restrictions
- The lead applicant may submit only one project.
- Projects already supported by national or Fujian provincial talent programs are not eligible.
- Projects that have already won third prize (bronze) or above in innovation and entrepreneurship competitions organized by the Talent Office of the Fujian Provincial Committee are not eligible.
Note: In this announcement, “outside the province” refers to the mainland, and does not include Taiwan, Hong Kong or Macao.
3. The Five Competition Tracks
Designed to support the development of Fujian's “555X” industry clusters, the competition runs five tracks:

5. Awards
The competition offers gold, silver and bronze prizes plus a merit award. All prize money is pre-tax:

6. Talent Policy Support (Key Highlight)
Winning talent projects that are established in Fujian Province within one year of the award (for current students, eligibility is retained until one year after graduation) receive dedicated talent policy support and innovation and entrepreneurship services from the organizing committee. This is the competition's defining highlight compared with ordinary startup competitions: it offers not only prize money, but also formal recognition and long-term support.

2. Startup Support
- Gold Prize Projects: Projects that establish a company in Fujian within one year of winning may be included in the Fujian “Hundred Talents Program” for entrepreneurial talent and receive up to RMB 2 million in grants
- Student Founders After Graduation: If the lead applicant of a gold, silver, bronze or merit award project is a current student and establishes a company in Fujian within one year of graduation, they are eligible for the Fujian young talent support policy for engineering and technology fields: RMB 150,000 per year for PhD holders and RMB 50,000 per year for master's degree holders, granted for three consecutive years, with no restrictions on company type, graduating institution or academic background.
- Local Support from Prefecture-Level Cities: All prefecture-level cities (including Pingtan) provide local settlement support to lead applicants of gold, silver and bronze prize projects.
3. Innovation Support
- Gold Prize Projects: Those who join an enterprise or public institution in Fujian to pursue research and innovation may be included in the Fujian “Hundred Talents Program” for innovative talent and receive up to RMB 2 million in grants
- Already Working in Fujian: may be included in the “Young Eagle Program” for outstanding young talent and receive RMB 2 million in support.
- Postdoctoral Support: Lead applicants of gold, silver and bronze prize projects who pursue postdoctoral research in Fujian within one year of winning may be included in the Fujian Outstanding Postdoctoral Support Program, with cumulative support of up to RMB 400,000 during the postdoctoral term.
4. Team Employment Support
Team members of gold, silver and bronze prize projects (up to five people) who join an enterprise in Fujian within one year of winning are eligible for the Fujian young talent support policy for engineering and technology fields: RMB 150,000 per year for PhD holders and RMB 50,000 per year for master's degree holders, granted for three consecutive years, with no restrictions on company type, graduating institution or academic background.
5. Comprehensive Service Support
Fujian Province has established a province-wide mechanism to match competition talent projects with local opportunities, connecting them with key enterprises, universities and research institutions. All prefecture-level cities (including Pingtan) provide supporting services such as company registration, financing matchmaking and subsidized premises.
Note: The organizing committee reserves the right of interpretation for the policies above. Quotas for relevant provincial support programs are allocated separately, and provincial fiscal grants follow the principle of “applying the higher and better standard, without duplication”.
7. Support for Finalists
The organizing committee provides on-site accommodation and meals for up to two people per final-round project, and reimburses actual travel expenses to Fujian for up to two people:
- From outside Fujian Province: up to RMB 8,000 per person
- From within Fujian Province (excluding Fuzhou): up to RMB 4,000 per person

9. Important Notes
- The competition charges no fees to lead applicants or their teams.
- Applicants must guarantee that all information is true and accurate and that intellectual property rights are clear. Plagiarism, misappropriation or similar conduct will result in disqualification or recovery of prize money.
- The organizing committee will share project materials with relevant government departments, innovation platforms, leading enterprises, investment institutions and other partners to facilitate project matchmaking.
- Competition prizes and some talent grants are subject to tax.
- In the event of force majeure affecting the competition, the organizing committee reserves the right to adjust the schedule or terminate the competition.
