Eligibility

1. Applicants are open globally and must be legally registered enterprises, universities, research institutes, social R&D teams, or individuals (whether incorporated inside or outside China).

2. Projects must demonstrate innovation and growth potential, featuring original products, technologies, or business models. The products or services offered shall not be prohibited, restricted, or phased out by national regulations.

3. Projects must comply with applicable laws and regulations. The core technologies and intellectual property (IP) used must be owned by the participating team or licensed in writing by the IP holder. The project must possess innovative or commercial value and must not infringe upon any third‑party IP rights.

4. Participation is team‑based. Each team must have a minimum of 3 and a maximum of 10 members.

5. Each project may register for only one track. Duplicate registrations will be disqualified.

(A) Prize Amounts First Prize (1 winner) – RMB 150,000 Second Prize (2 winners) – RMB 100,000 each Third Prize (3 winners) – RMB 50,000 each (B) The above prizes are offered for each track. Awards may be left vacant if no project meets the standard; no ties will be awarded.Prize money will be disbursed three months after the project has commenced operations in Hainan (subject to the official award policy). (C) Certificates of Honor and Outstanding Project Certificates Semifinals – The top 20 projects from each domestic region (4 regions) and from the combined overseas region (1 region) will receive a Certificate of Honor issued by the Competition Organizing Committee. Finals – The top 15 projects from each track will receive an Outstanding Project Certificate. Additionally, first, second, and third prize winners will be presented with award plaques and certificates. Policies

1. Space & Infrastructure Support
Rent subsidies of up to one year for R&D and pilot production facilities.
Eligible projects will be given priority access to the High‑Tech Zone’s professional incubators and accelerators, with full‑cycle incubation services.

2. Talent Support
Core team members who meet the criteria will be given priority for recognition as Hainan FTP High‑Level Talents, enjoying benefits in household registration, housing purchase, children’s education, medical care, and individual income tax incentives.
Young talents in the team will be preferentially included in the High‑Tech Zone’s Youth Science & Technology Talent Pool, with access to dedicated training and exchange channels.

3. Financial Support
Priority recommendations for national, provincial, and municipal science and technology programs, talent projects, and industry special funds.
Access to the High‑Tech Zone’s seed fund, angel fund, and partner investment/financing institutions. We offer “investment‑then‑equity” models, equity financing, and debt financing matchmaking services, with up to RMB 4 million in start‑up loan interest subsidies.

4. Industrial Services
Full‑service professional support in biomedicine, medical devices, special medical and dietary products, and AI, including R&D collaboration, testing/inspection, clinical trials, registration applications, review/approval, and production licensing – all as one‑stop services.
Priority connection to leading enterprises, research institutes, and university resources in the High‑Tech Zone to foster technology collaboration, commercialization, and market expansion.

5. Innovation & Technology Empowerment
Low-cost access to science and technology innovation resources in the High-Tech Zone, including public technology platforms, testing and inspection facilities, and data centers.
Priority participation in high-level events such as science and technology innovation exchanges, project roadshows, and industry matchmaking sessions in the Free Trade Port to enhance project brand influence.
Access to intellectual property services, including patent and trademark applications, evaluations, pledge financing, transactions, and rights protection assistance.

6. Government & Administrative Services
Establish fast-track approval channels for business registration, project filing, and policy applications, and provide dedicated corporate secretarial services and end-to-end assistance.
Full implementation of Hainan FTP preferential tax policies, cross‑border trade facilitation, and capital flow measures to reduce operating costs.
